Independent certification for seven (7) service areas in Quebec, Canada

Independent certification of seven sites belonging to the Ministry of Transport where there are service areas with various operators, all operated in Public Private Partnership (“PPP”) mode by a private partner, following a partnership agreement between the two parties.

Independent certifier activities:
-Quarterly site inspections to ensure compliance with a number of performance indicators (e.g., maintenance and repair of sanitary blocks, exterior maintenance, spot repairs, etc.) in order for the Department to authorize quarterly performance payments to the private partner;
-Approval of operating agreements to ensure that any renewals, amendments or new operating agreements are on market terms and conditions;
-Approval of CAPEX expenditures to ensure that CAPEX expenditures (rehabilitations) are Eligible Expenditures as defined in the Partner Agreement.
